Cred ca vremea m.hahahahahaha.com a cam trecut, acum se pot folosi framework-uri responsive de genul bootstrap.

Dimensiunile pentru design responsive se exprima in %, mai toate device-urile unde poti testa un site aici.

Mai totul se face din css, de ex.:
@media only screen and (max-width: 480px) {
#header, #container, #footer {width: 100%; }
}
